Scheduled to sell on January 16, 2008 via negotiation, the bonds are direct obligations of the district, payable from and secured by an unlimited ad valorem tax levied against all taxable property within the district. The bonds are further secured by the PSF guaranty. Proceeds will be used to finance the construction of an agricultural science facility and to pay issuance costs. The 'A-' rating reflects the district's strong tax base growth and continued solid financial reserves. Credit risks include high debt levels with additional borrowing needs, below-average amortization, and individual and sector tax base concentration. Although enrollment growth has moderated from previous levels, it is expected that enrollment will accelerate again within the next few years due to the availability of reasonably priced land for residential development and the construction of transportation links that facilitate access to the broad Dallas-Fort Worth economy.

Montana's Western District Congressman Pat Williams voted with the majority to support a measure that would institute uniform closing times for presidential elections. Under the House measure - which passed 208-189 - polls would close at the same time, so vote totals from eastern states wouldn't influence voters in western states. Under the proposal, polls would close at 9 p.m. Eastern, 8 p.m. Central, 7 p.m. Mountain and 6 p.m. Pacific time. Under the measure passed by the House, Alaska and Hawaii's poll closing times would remain as they are now in light of the significant time difference. The measure now goes to the Senate, and if passed, will be sent to the president.The uniform closing time measure ran into rough waters in the Senate, where opponents successfully argued that the earlier poll closing times in the West would disenfranchise more people than being swayed by national trends.

Many times I asked myself if the effort was worth the small amount of page-views in those early days. Cis Gors, as you may know by now, goaded me into staying the course every time I felt like quitting. I believe this blog has grown to the point it is now by offering regular topics throughout the day, by interacting with other bloggers and commenters, by interacting between the blog and my newspaper work, and by trying new things and discarding ones that don't work. I'm thrilled that so many of you in the North Idaho blogosphere check in regularly here and have celebrated blogiversaries. I don't know if there are too many other blogging communities like the one we've built here. Ryan Pitts and Gina Boysun of our online team are receiving training as we speak to build a new and improved online system for bloggers.
